Petunia Dursley notices that the note she finds with Harry says that he needs to live with a blood relative of Lily's so she calls up their cousin Ladyn who grew up as a normal-born in the United States of America. When Ladyn and her husband agree to take in Harry they arrange the process legally in both magical and muggle worlds through the goblins. Harry grows up as a US and UK citizen with his new family.

Interference of course is allowed in the form of ministry workers and/or the order of the phoenix people. Especially if voldie revives and Harry stays in the US.
Ideally Harry does not go to Hogwarts for more than a month if at all but you can change that to make the story your own.
